Monitor Response Time

Hi
My monitor is Asus VX229H with AH_IPS panel and 5ms response time.

I have following questions:
- One second is 1000 milliseconds therefore my monitor frequency shall be 200Hz (1000ms divide by 5ms) Why frequency is limited to 60Hz?

- Why exist a battle between panel types like TN and IPS? becuase panel speed is not important matter, becuase monitor frequency is very less than panel support it.

- If i buy a gaming monitor like Asus PG279Q with "165Hz & 4ms" it can suprise me in gaming or it is only waste to money?

My GTX970 can generate about 120FPS on some games in ultra mode and full HD.
