Good 4k Monitor With Good Upscaling (1080p and 1440p).

I have a rx 480/i5 6500 and play my games on a 1080p monitor. With this setup I'm able to play games at 1080p pretty easily. Some games (like fifa and Forza) it can hit 4k with a smooth frame rate.

I borrowed my brother's 4k monitor and the 1080p resolution looked pretty bad. In fact, native 1080p on my 1080p monitor looked better than 1440p upscaled on my brother's 4k monitor.

What I want is a monitor that can play games like Fifa and Forza at 4k but also still play 1080p games that look native 1080p (or close to it). A monitor with good upscaling.

I'd also like to keep it around 300 dollars (but I'll go up from that if I have to).

Check the reviews too. That is the only 2 I'd recommend at around that price.

Do you think it might be better to wait until the 4k hdr monitors are better/more affordable?

I think HDR monitors are a scam. Plus the are hella expensive now. So if you want a good one you gotta spend more. I like those two, personally I have a 2K IPS BenQ monitor and I love it.
