Installing old HardDrive

My moms old PC just broke down and I'm wondering if I can all the files off of the hard drive. It has all of our pictures and videos of us. She just got a new PC which came with a new drive, and she has windows installed on it. Can I just plug the old drive back into the new PC? And should I just delete the old version of windows

You can't just delete "windows".
Connect it to a new PC. It should just appear as another drive letter.
Copy what you need from it.
Then, wipe that drive of all partitions, and use it as desired.
