Cigarette lighter power up

I'm trying to power a small 12V fan off of my cigarette lighter. It works when I touch the black on the black battery pole and red on red. But when I solder the ends to the lighter wires it doesn't work. Advice anyone? And yes, I turned on the vehicle.
 
Solution
Rather than jerry-rigging one, why not to buy one that's designed to work in car cigarette lighter? Plenty of those in amazon at cheap price,

Oh, most cars have dedicated button to turn on the cigarette lighter. For older cars, the switch to turn on the cigarette lighter is built into the cigarette lighter plug itself. Since on default, cigarette lighters doesn't work when car is running.
