I can't do anything in desktop or even u my PC

When I enter the desktop, the apps doesn't respond to the arrow. I can't access the taskbar and the apps I clicked will take years to open and will eventually not respond. Sometimes when I double click the taskbar, it disappears, then appears with the color black, then turns to normal. And the screen, apart from the taskbar, turns blue. I am so confused. This is the first time it happened. Please help anyone!

System and Security
System
System Protection
then System Restore

You may need to get into Safe Mode first https://support.microsoft.com/en-gb/help/12376/windows-10-start-your-pc-in-safe-mode
