windows 8.1 dual monitor detection problem

Cant get dual monitors to work.

My system is Windows 8.1 pro.
Dell i5 64 bit with 8 gig ram

What exactly happens when you plug in a second monitor? Does it just do nothing? Is the other monitor black?
