2nd monitor causes video to freeze or stutter every 3 or 4 seconds

I have two monitors: an acer k242HL (my main one (1st)), and an acer s200hql (2nd). When i turn on my 2nd monitor it works for a few seconds then both monitors blink black and suddenly both monitors freeze for a second every 5 seconds. Only the video is affected, audio comes out clear without stutter.

Here are my specs:
Motherboard: MSI 970A-G46
PSU: EVGA 500+ bronze
GPU - (XFX) RX 480 Graphics- 8gb
Radeon Software Version - 18.4.1
Core Clock - 1328 MHz
Windows Version - Windows 10 (64 bit)
System Memory - 8 GB
CPU Type - AMD FX-6350 Six-Core Processor

I have an hdmi for my main monitor but for the second monitor i have a dvi cord connected to a dvi/displayport adaptor because my rx480 only has 3 display ports and 1 hdmi.
