W10 stuck on blue screen when booting from USB

I ordered a PC (without an OS) recently and received it today, but when I boot it from my USB it gets stuck on a light blue screen after the w10 logo.

Specs:
i7 8700K
GeForce GTX 1080 Ti iChill X3
Corsair 16gb 2x8 DDR4 RAM
Corsair hydro100i v2 water cooling
Samsung 250GB 960 EVO SSD -drive M.2, NVMe, 3200/1500 MB/s
EVGA 650W SuperNOVA 650 G3, ATX-power source
Seagate 1tb barracuda SATA III
ROG-STRIX-Z370-E-GAMING motherboard

is this bios on the mb if you go into the bios if not update the bios.
with m2 and sata drives some of the sata ports are off make sure look at the mb user guild plug in the reg hard drive into a working sata port and sata ports set to achi mode. did you make usb stick with newest windows media creation tool so it has the april update??? does the pc work/install fine if you pull the gpu and use onboard video.
