Solution
Could you post your system specs.
If you do have, disable any overclocking.
Also turn 'Fast startup' off.
Open Windows Defender Security Center and select Device performance & health. Any issues displayed?

Processor Intel(R) Core(TM) i5-4690K CPU @ 3.50GHz

Video Card NVIDIA GeForce GTX 970

RAM 16 GB

Operating System Microsoft Windows 10 (build 17134), 64-bit

and as for the windows defender it showed no issues except one recommendation for the apps and software
can it be a hardware problem like with the cpu

Isn't Windows 10 (build 17134) an Insider Preview Build?
I remember that April build, which was very buggy and cause a lot of boot issues.
I suggest you update your system to a newer release since you are around 6 builds behind.
Or even better, install a public release version if you don't want to encounter similar or even worse issues.
By the way, you should expects issues when installing unreleased OS builds.

I am on the Skip Ahead insiders and I have a backed up image of the public released OS in case a major bug causes issues on my system. I could go back to a working OS in 12 - 15 minutes.
