Taskbar keeps moving

Hello everyone,
I have these two monitors:
LG 31MU97 (It's my main monitor.)
LG 24MP68VQ
I move the Taskbar to my second monitor but two things keep happening.
1. Each time my displays go off the Taskbar moves to my first monitor.
2. If the displays don't go off and I restart or shutdown the computer the taskbar won't move but gets thicker.
I don't want to change my main monitor. I did the exact same thing on my other computer with two other monitors and it worked just fine.

No. My second is LG 24MP68VQ and it is not the main. I don't want to choose it as my main but want to keep the taskbar on it.

Do you lock it when you move it?

yes, but it doesn't work.
