reinstalling windows 10 through boot

Hi guys. I have a asus harman/kardon laptop and windows won't load. I am however able to go to the bios menu. My question is: is there anyway to reinstalling windows 10 and keep my files at the same time? I would obviously have to do it through some sort of boot. Is there something to put on my flashdrive that could make this boot possible?

2 places to start:
1. Figure out what is wrong with the current install

2. Create (from a working PC) a Win 10 install USB
Boot from that, and run the Repair function.
Or
Boot from that and do an install, see if the "Keep Everything" option works.
