Huge performance problem with my computer, please help me Urgent!

CPU Name AMD A6-6400K APU with Radeon(tm) HD Graphics 3.9GHZ (Turbo core enabled thats 4.1 ghz, that 2 core proccessor) (i use artic cooler mx4 thermal compound)
Memory: Corsair Vengeance CMZ8GX3M2A1866C9 1866mhz 2x4gb(enabled xmp the motherboard wrie memory speed 1333mhz and enabled xmp(1866mhz) when i am playing gpu-z write in the memory that 833mhz)
Video Card: PCI Express 2.0 x16: MSI N660 (MS-V287)
Hard Disk1 (This is system hard disk): WDC WD5000AAKX-00ERMA0
Hard Disk2: Hitachi HTS545025B9SA00(Thats my family videos or pics no really use)
PSU:EVGA GQ 750W (i bought 2 days ago thats new )
Windows 10 Pro Version 1803 (OS Build 17134.81)
Monitor: samsung 1080p monitor (i use 1920x1080 but when im gaming i tried 1024x768 and lag again) i use it HDMI1.4 cable i tried with DSUB
my integrated graphics card is disabled shows all 8gb memory.
I use the stock cooler for cpu.

Motherboard: 27°C
CPU : 28-30°C
GPU Diode 29 °C (84 °F)
WDC WD5000AAKX-00ERMA0 38 °C (100 °F)
Hitachi HTS545025B9SA00 32 °C (90 °F)

when gaming:

I tried install older version driver for card now the latest driver installed, and i tried install windows 8.1 64bit and lagging games and youtube 60 fps
video. Youtube stats write drop high number frames when i play ( 60 fps 720 p) 60 fps and 1080 60 fps lagging i tried turn of hardware acceleration not fixed.
I was run 10 times Memtest +86 and the first stick (1. memory module )= 12 pass and second stick(2. memory module ) =12 pass , and i tried with 2 stick = 11 pass.
HDDs write hdd sentinel 100-100 not problem .
I updated motherboard bios and the video card bios. Tried with nvflash install older stock bios. And lagging again.

The same games lags 60 fps i tried low setting with 1024x768 and lags . Tried v-sync enable and disable.

I have no idea why lagging games and youtube 60 fps video old times worked very well i tried old version chrome and edge every browser lag 60 fps video.
Please help i tried everything i think hardware problem please help. I'm newbie for this please help. Maybe bad bios setting but i tried reset setting with jumper and lag problem is not fixed.

All games dirt 3 low 1024x768, osu lagging, counter strike 1.6 huge frame drope i set maximum 60 fps limit and drops 60 -40 fps. I don't know why but thats the important thing youtube videos 720p 60 fps and 1080p 60 fps is high frame drop. I move my cursor high lag video and i not move starts random lagg only 60 fps video.

Long time ago (1 year ) it went perfectly not lag youtube video i have no idea whats happen one day start lag and i tried windows 8.1 install all driver (nvidia) old new update vga and motherboard bios and older vga bios with nvflash. What can I do.

I tried HWMonitor is write not correct information i no use my computer (idle windows) hwinfo write 75C aida and hwinfo write 35 C.
I don't know why. When i play game , aida write 40C and HWInfo 85 C i changed fresh thermal compund.

with the performance issue, I would think the lower temp is wrong.
did you check what freq is running when you play game?

_Try also disabling Geforce experience in-game streaming and recording features and verify game profile running resolution in Nvidia control panel.
_I would also make sure you're gaming on your GTX 660 and not using your APU (Radeon HD 8470D) especially with the high APU usage at task manager (100%), please have screen capture Hwmonitor software in idle and while gaming with CPU / GPU temps, usage, clocks and fan speed, (you can also check with GPUz which graphic card is being used while gaming)

When im playing thats the temperature my system. My processor has a "turbo core" thats default enabled 3.9 up to 4.1 ghz
I looked games is lagg ful screen but windowed run better i don't know why. Of course, i played fullscreen not windowed 1 hour. I pressed alt+tab and run windowed an i captured this screen.

Hi how can i do diasble dvr i tried but i can't i searched settings in windows .

I looked games is lagg ful screen but windowed run better i don't know why. I readed full screen optimisation i tried run game van i checked disable full-screen optimisation not good when windowed mode run the game better run.
I not logged in and i not use geforce experiance.
And what can i do for youtube 60 fps videos not lag ? Thanks
