Pc black screen after windows logo

Hey I need help I had a power surge at my house and now my pc won't start. It went black after the windows logo so assumed it was booting off a wrong drive and I was wrong. So I reset my cmos battery and still won't work and for some reason my screen in in 4:8 stretched

Please I need help idk what happened

On another PC, download the Windows 10 media creation tool and use it to make a win 10 installer on USB - handy boot drive for now.

PC does start, its just windows that isn't. Does the hdd show up in the bios?

Lets see if we can run startup repair
change boot order so USB is first, hdd second
boot from installer
on screen after languages, choose repair this pc, not install.
choose troubleshoot
choose advanced
choose start up repair - this will scan PC and maybe fix this - will ask for logon info
