4 core cpu showing up as 2 cores

I have a computer that I got from a friend of mine to do whatever with so I was thinking of selling it. I was going through it and I noticed that the CPU - i5-2300 was running 2 cores instead of 4 and that the 1333 RAM was only running at 667. I've looked around other forums and tried stuff from them - Clearing BIOS and CMOS, Looking at the Boot and seeing if it was only running at 2 cores, seeing if BIOS is only running 2 cores... etc.... But to no avail. What I found weird is that Task Manager and CPU-Z only show 2 total cores, yet HWinFO shows 4 total cores. Idk what the problem is. Is it because its a pre built? Is the board holding it back? Or is there something else wrong?

Motherboard: DH67BL
Processor: i5-2300
RAM: Kingston 4gb (2*2gb) 1333MHz

I just finished reinstalling the BIOS and clearing CMOS again but it still comes up as 2 cores
