Boot loop (kinda) unable to start

This is a huge issue. I woke up this morning to all my displays asleep but PC still on (I have it set where the monitors dont sleep). They wouldnt come back on so i did a hard shutdown and restarted the pc. Now its in a partial boot loop. Itd try to boot, after a few seconds in the startup screen, my displays shut off again and a few seconds later pc restarts. Then the Windows Startup Repair attempts to run on the startup screen. Same result, except this time, no restart, it just stays on like this forever, no display, everything still on, an no response from usb devices either. Ive tried unplugging all displays but 1. Tried each seperate so im wanting to rule out a display issue. Ive testing the RAM, all good there. I cant really test the GPU since my pc has no integrated graphics. So i began to think HDD. But i tried plugging in the Windows USB boot drive i have to try repairing. I get the same result. Anyone have any idea on how to help with this?
