I dont get the fps i am looking for and i want more for the build i just got, can anyone help?

Cpu: i7 8700
Ram: Corsair Vengence LPX 16gb 2400
Motherboard:Msi z370 -A Pro
Gpu:Asus Nvidia Dual GTX 1060 6gb
SSD: Kingston A400 120GB

Also When i am playing games it barely uses my gpu and cpu and i mostly play H1Z1 and Fortnite. On H1Z1 u get about 110 fps on all low settings 1600x1080 strecthed,but i feel like what i payed for i should get more, I also get a lot of dips.

Dont know how demanding that game is but the rest of your ssytem fine. if any weak links regarding game performance its the GPU.
For gaming, the GPU is the compenet that is upgraded most often. Some can keep a CPU for many years but will upgrade their GPU many times over that period.

Not sure what my friends specs are but i am sure that they are worse than mine and he gets more fps than i do. I get a lot of stutters in the game i would be fine with playing that game with around 100fps but i stutter a lot. And i want to be able to get the most out of my computer i want my cpu to be used more than 22% on a game that is demanding. And my gpu is only at 29% i want to get more fps and want to stutter less but i dont know what to do.

Validate files in steam, make sure you using latest drivers etc.
Not sure what else , assuming your hardware is ok, and your operating system is functioning correctly.
