USB Connecting & Reconnecting constantly

Hi all

I think I am slowly going insane with the incessant 'connecting' and 'reconnecting' USB sounds on my machine - and the obvious mouse works/doesn't work. It doesn't matter which USB port I plug my mouse/device into (it does the same for a USB printer cable). I have changed the physical mouse but this doesn't resolve it. This only started happening a couple of days ago but I cannot recall any major W10 updates. Actions I have completed so far are:

(1) Uninstalled all USBs devices from Device Manager
(2) Device Manager > Human Interface Devices > checked all devices with a power management option > Unticked the Allow this computer to turn off this device

And here's my specs:

RAM: 8Gb
GPU: Intel Broadwell-Y GT2 - Integrated Graphics Controller [F0] [DELL]
HDD: SAMSUNG SSD PM851 M.2 2280 256GB
PSU make and age: Dell < 1 year
OS: Windows 10 Pro
