Stuttering in Sound.

Hello, Just Recently Did the windows 10 update. I had this issue before the update as well! I have tried reinstalling my Audio drivers. Tried Multiple Different thing and cannot seem to figure it out! I will post sounds of what exactly it is, Hopefully you guys can pin point it

if i turn volume up it gets worse. If i lower it, It goes away. Also its every kind of Volume. If i disconnect Internet from computer everything stutters
