Windows 10 freezes at spinning dots

Hey, yesterday I was playing GTA V on my PC. It randomly crashed. I had a crashes like this before, but they didn't do nothing to my pc. But this time at turning up pc after shutting down from button pc freezes at spinning dots. Sometimes I have a troubleshoot screen but there is not much options to choose. What I can do now? Please help.

if your pc has onboard video pull the gpu see if it can post. if you dont want to pull the gpu boot into safe mode and remove the video driver and reboot see if the pc will post.

How I can boot into safe mode when I can't access my pc in normal mode? Sorry but I don't know how to do that.
And I don't have actual Nvidia drivers.

I can pull out the video card but my motherboard have only display port and my monitor is DVI-d with a HDMI adapter.
