Upgrading laptop to ssd, install windows 10 at the same time?

Hey guys, I Just bought an ssd for my laptop, which is currently on windows 7. I have no need to keep any of the data on it. I'm thinking I might just buy a windows 10 key and install it when I replace the current hard drive. If I put the blank ssd in, can I simply plug the usb and install the OS? Can the computer boot and get to that point without anything on the ssd already - ie booting off of the usb drive until the new os can be installed?

If you purchase a valid Win 10 license, yes, you can change the OS and the SSD at the same time.
Key word....valid license.

This is how any new system OS is installed.
Boot from your Win 10 USB or DVD, and install.
