No display on boot

No display,no post no led on mouse and kb when powered on but CPU is running with lights fans etc. Boots up when restarted the 2nd time; happens everytime pc shuts down and rest for hours.

Need to start at the beginning, full system specs including power supply brand and model, new build, old build, did anything change before the issue started, what did you try already?
