Is this a good budget build for gaming?

Intel Core i5-8400
MSI Z370-A PRO motherboard (or Asus TUF Z370-PRO GAMING? Cost a lot more tho)
MSI GeForce GTX1080 Gaming 8G 8GB GDDR5X
Kingston 8GB 2666MHz DDR4 CL15 HyperX Fury Black KIT OF 2
Corsair ATX 2.31 VS Series 650W

Currently sitting with AMD FX-8320, Radeon R7 370 and 8GB of RAM and not enjoying most of the games, newer ones won't even run.
Tell me what you think about my new somewhat budget build.

Just get a B360 or H370 Motherboard. Since you won’t be overclocking. Unless you need another Z370 feature.

That PSU is junk. Get a Seasonic Focus Gold or Focus Plus Gold, EVGA G2 or G3, or Corsair RMx.

That GPU is quite good, probably overkill unless you are doing 4K. Personally I’d get a GTX 1070 and use the money saved on a 1TB SSD. So games load real fast.

It's nice, but with such a big build, you must get about 16GB RAM. (Everything else is modern-spec, so why not the RAM :D)
As for the motherboard, the MSI is more flexible in terms of OCs and other bios settings and would do you great!
But if you want more fancy stuff and greater component support, well that's what the Asus is for, but it's not worth the cost, the MSI mobo is perfect for you're need and will also support any upgrades you wish to do in the future :p.
Also, get a 650W 80% G+ PSU.

I already have an SSD, not a 1TB tho.

So according to you this would be a more optimal build:

MSI Z370-A PRO (cheaper one than PRO GAMING but still has radiators on both rows of capacitors unlike your suggested variants)
Intel Core i5-8400
Kingston 8GB 2666MHz DDR4 CL15 HyperX Fury Black KIT OF 2
Asus Dual GeForce GTX 1070 8GB GDDR5 DUAL-GTX1070
Seasonic Focus Plus 650W Gold

The build has 16 GB of RAM. It's a dual kit of 8 GB modules. Or am I missing something here?

Kingston 8GB 2666MHz DDR4 CL15 HyperX Fury Black KIT OF 2

Yes, and you can get the 1TB HDD (as advised by velocityg4) from the saved amount. And if you got an even higher budget, go for a 7700K!

Let's say I only play games with a very average 75Hz monitor on a 1960x1080 resolution.
Are the any circumstances where I would have visually better performance with GTX 1080 over 1070? I am positive I won't be playing VR games or anything above 19:10 resolution.

^ the 1070 is a great 1080p card,the 1080 is around 30% more,powerful,thpugh.

At the minute The 1070 will do a wonderful job.

What the 1080 will do (& arguably the 1070ti) is give you an extra year or 2 of usage down the line at max settings.
