4k TV only displaying @29hz

I have a monitor set at 144hz and a 4k tv that is being displayed at 29hz even though I heard that 2.0 HDMI cables are capable of transmitting at 60hz in 4k display. When I try to change the properties in "display adapter properties" to 60hz it gives me the message "the display control panel is unable to change the display settings. You may not have appropriate administrative rights to change these settings." and then after I click ok another window pops up saying "The display settings being saved are invalid. Please try a different combination of display settings.
I have a RX 480
Ryzen 7 1700x cpu
B350 F ASUS motherboard
16 gb ddr4 ram

What TV is it?

Also try a decent quality cable as well. It doesnt have to be some crazy over priced Monster cable but alot of the cheap ones included with devices can be junk. A 10-20 dollar cable usually will handle whatever it is rated for no problem.

Nvm I figured it out. The problem was that I was trying to duplicate displays and that doesn't seem to allow me to max the refresh rate of the TV when I have them both displaying at the same time. However if I simply select the TV as the only display then I can set it to 60hz no problem. I guess I'll just have to live with the fact that I can't entirely have my cake and eat it too.
