It's not a matter of the VGA cable (although DVI would be better for picture quality). Most of the time, on monitors that say they support up to 75Hz, they are not lying. they never stated that it would go up to 75Hz at the top most resolution though. to see what resolutions the monitor supports up to 75hz at, go to display settings by right clicking on the dekstop. then scroll down until you see the blue link for "Advanced display settings". then from there click on "Display adapter properties for Display 1" then in the new window that pops up, click on "List All Modes" from this new window you can see all the resolutions it supports and the refresh rates as well.
