HDMI 1.4 and HDMI 2.0

I got a 24 inch FHD BenQ monitor which has HDMI 1.4 ports.

My question is if I get an Xbox One S (which has a HDMI 2.0 port) and then I connect it with the monitor using a HDMI 2.0 cable, then would I still get HDMI 2.0 quality (as in 4k with 50-60 fps)?

No, you will be limited to HDMI 1.4 speeds. The monitor will also be unable to display 4K resolutions anyway, since it is not a 4K monitor.
