What do I need to know to overclock a GTX 980 Ti and Ryzen 5 1600x

If I want to overclock a GTX 980 Ti and a Ryzen 5 1600x, what power supply do I need? and do I need liquid cooling to overclock? Considering I want to push them near but not to the limit, also considering I'm not made out of money. Btw I don't have these yet, I'm just trying to figure what I need to know before building my own rig in the near future.

No, you don't need liquid cooling. A good Air Cooler like the be quiet dark rock 4 or the Noctua NH-D15 will do really good.

To overclock those components, I would suggest a high quality 650W unit. EVGA, Seasonic and Corsair are my go to brands, but they are certainly not the only brands that make high quality components. I just like to go with them because ive used their components before and trust them.

Is the Dark Rock Pro 3 Better than the non-pro 4? price not considered.

good to know haha, this is my first build so I'm gonna avoid that to be safe. I was also wondering, if I were to get CPU with no heat sink, would the Dark Rock 4 make up for that? The part on the back kinda looks like a heatsink, and I'm guessing it's gonna be a no but I had to ask because it could save me $80. And will I be able to throw the dark rock 4 onto a Tomahawk B350? will I need to conscious of what case I buy to fit that fan?

Heatsink? The Dark Rock 4 Cooler itself is a heatsink with a fan on it. So Yes, you can get the CPU without the heatsink.

If you are talking about the IHS of the CPU (Heatspreader), that comes with the CPU already attached and you don't want to get rid of it.

Yes, the dark rock 4 can be used with the Tomahawk B350 as it is compatible with the AM4 socket.

Yes, you should be conscious of the case you are going to use the cooler with. The dark rock 4 is a pretty beefy cooler, and its height is almost 160mm. Just look at the max CPU Cooler height supported on your case and if it is greater than 160mm, you are good.
