Hi, you can change these settings in the "Region" dialog.

Click on the start button and type region.
Open Region & language settings.
Click on Additional date, time, & regional settings.
Click on Change date, time, or number formats.
At the bottom of the Region dialog, click on Additional settings.
Choose the correct Decimal symbol for your region. This is the setting you are trying to fix.

Choose OK to close the Customize Format dialog.
Choose OK to close the Region dialog.
Close the Clock and Region dialog.
Close Settings.

I changed my "Decimal symbol" to a "*" and here is what it looks like:
