Can't access any Windows recovery options even with recovery drive

So my MSI GS70 2QE laptop won't boot past the MSI logo. I can get into the BIOS yet if I hit F3 during boot to access the windows recovery options, I get a loading indicator and then it goes right to an infinite black screen with my mouse pointer visible and move-able. I used the Windows 10 media creation tool on another computer to create a boot-able recovery drive yet when I boot off of it I just get the windows symbol and a loading indicator for 10 seconds and then it goes into the infinite black screen. I turned off secure boot and enabled legacy boot, in addition to messing with boot order yet nothing helped. Already looked through hundreds of forum posts but nothing has fixed my issue.
