Video playback has lines (screen tearing) when in fullscreen

When I watch youtube, I like watching gaming videos. When the screen moves, the has these noticeable lines like a cut in the video. When the video is still or not looking around, then there are no lines. It only started happening when I got a 1080p monitor. It's very annoying. I am using a GTX 1050ti graphics card connected with HDMI. It doesn't happen when I play games or scroll through a forum or such. Only video playback. If I watch the video in windowed mode, it doesn't happen. Any help will be appreciated.

I just tried my living room TV but it still did it. It wasn't as noticeable but it still happened. I decided to go through my NVIDIA control panel and I found Vertical sync for chrome. It was set to,"Use Global Setting (off)". I changed that to "On" and that seemed to fix the problem.
