Window dragging extremely buggy

Hey guys, have a big of a weird one here. I honestly have no idea what's going on. It isn't a hardware issue though because I've tested my mouse on things that aren't windows and they work fine.

Basically whenever I go to drag a window, windows feels like it goes into a "autoclicker" mode where it kinda randomly starts and stops dragging so it's basically impossible to drag a window properly. This happens when selecting multiple things too in explorer but never happens outside of anything to do with windows (selecting text in chrome etc).
Any suggestions?

Solution
Very big range of issues can cause this kind of stuttering. First try to troubleshoot software changes, viruses, new failed drivers. If all fine, there might be a high temp or memory issues, if not psu.
