Alt + Tab Not Working Properly

Instead of the shortcut switching between windows it just highlights text every time I press it. For example, if I'm on Google Chrome it'll highlight the go back icon then if pressed again it'll highlight the forward icon etc. Help?

The chrome behavior you describe is the default for the Tab key. Are you sure your Alt button works?
You can test it using an online keyboard tester, found with a google search.
