Cant Factory Reset My PC

So I factory reset my PC late 2017 and I already tried Media Creation tool on a USB and some error came up (Could resolve). I tried "Get Started" on recovery settings in Windows, I also tried Windows Defender "Fresh Start" Both of those were leading me with no pop up after clicking them and suggestions? What did you try to do with the USB? A reset? If you willing to factory reset, I would just clean Install instead

change boot order in BIOS so USB is first, hdd second
boot from installer

when you reach the screen asking for licence, click "I don't have a key" and win 10 will continue to install and reactivate once finished
