PS2 Boot up problem

My PS2 has got a strange problem. it cannot be booted using power/reset switch but can be booted if eject button is pressed. it is Fat model SCPH 5000X. I have checked the voltage on to the mother board and pin 5 of the power switch jack shows 0 volts. A person told me that it is due to power IC. I dont know what does it mean and abt what ic he was talking about ?

IC = integrated circuit. Meaning, the problem could very well be on the motherboard.

Unless you're willing to chase that rabbit, It would probably be cheaper just to get another used PS2.

but it can be booted well using eject button and played

since it can be booted using eject button problem might be minor one,help is needed. please
