Windows won't boot up

Hey, I'm opening my pc and after the windows 10 logo leaves there's another loop which after it leaves a black screen comes I tried to restart the pc but it still keeps happening.
 
Solution
see if you unplugged the video card and the mb switchig over to onboard video. if it is check your bios settings make sure priamy display set to peg/pci not auto.

Can you get into BIOS? If so please make sure you're on the latest BIOS update for your motherboard. On another note, see if you can get into Safe Mode, back up your critical content. If the issue of booting persists, format and reinstall the OS after recreating the bootable installer.

HDD: 1 tb
That's all I know about it
I tried safe mode but it happend again but without loops
and I am wanting to reinstall so if I reinstall windows or go to windows 7 or 8 will the D folder's files stay not get removed?
