I am helping my brother buy a gaming PC and found this one for a really good price for what we typically pay in South Africa. The PC costs R9 500 ZAR or $703,88 USD.

I have a build with a AMD FX 8300 3.30 8 Core CPU and MSI 970 GTX 4GB OC Edition. I just don't want him to buy something that will disappoint and he loves my setup.

It's hard to say without knowing the South African market all that well, but that's an extremely low-quality power supply that I would not put in a rig. They brand a lot of very low-quality Andysons with low-end Chinese capacitors, so it's almost always recommended to stay away from Raidmax. Even on their better performing lines, they don't generally use high-quality capacitors.

Is there any way you could move to an AMD Ryzen or a Intel Coffee Lake based system? Skylake and Kaybe lake based platforms are completely obsolete at this point. They were made obsolete by Ryzen, they have very limited upgrade potential, if he plans on upgrading it in the future, he doesn't have much of anywhere to go with that platform. I don't know much about pricing or availability in South Africa, but what about an AM4 board with a Ryzen 3 1200 or Ryzen 3 2200G? I also second the idea of going for a nice power supply if possible.
 
The cpu and gpu are relatively well balanced.

But, I see some questionable choices.

Why a more expensive Z170 motherboard without an overclockable cpu?
Why a fancy cooler when the stock I5-6400 processor comes with a perfectly adequate cooler?
550w is reasonable if you plan on upgrading the graphics card, but, as above, the quality of the psu is suspect.

Lastly, if buying new for gaming, I would go with intel 8th gen for the higher clock rates.

The thing is I can get this PC from a guy who gets the parts dirt cheap and then builds PC's for fun and then sells them lower than any other retailer we have.

And this is one of his latest setup's that he just completed. My brother can wait a bit but just thought this might be a really good deal if you look at the above setup for the same price.
