Games won't start, running in background processes.

Hello, I am having a very stupid issue with my PC right now. When I try to start games they do not respond about halfway through starting and when I go to close it in task manager, it just opens up in background processes and I am literally unable to 'end process'. Sometimes when I try to end processes or change the properties of the program in task manager, task manager freezes and does not start nor can it be restarted. The only way to complete stop any processes I do not want running, is to reset my PC and even then the games will not start.

If you have any suggestions, please help I am really stressed.
