Windows 10 Group Policy Editor Administrative Templates missing

I have Windows 10 64bit Home.

I needed to toggle windows features which can be done via Group Policy Editor but my system didn't come with it pre-installed.

I used this guide to install it:

I followed it to a T, and got the MMC plugin error. I followed the next section and installed and ran the additional .bat files and it solved nothing.

Then I saw they had another method on here:

I ran this installer and MMC appeared to work correctly, appeared. Changing any of the group policies didn't actually have any effect on my system whatsoever. I was unable to disable Cortana with it and had to use a regedit script. After then I forgot about it but today windows has been hassling me with intrusive update messages and installing the update caused further issues I didn't want, so I wanted to use GPedit to modify Windows behaviour on how updates work, but despite editing policies nothing happened.

I then tried various installers, one from here:

and after no success I tried going back to the itechtics methods. I am unable to run the very first method now however, as part of that method involves pasting grouppolicy folders and gpedit.msc into the system32 folder, which WIndows will not let me do. Even if I change the owner of System32 to my username, it still does not let me have full control and just generates a brand new error when you get past the previous one.

My GPedit went back to having the MMC error and upon running the other 2 installers in random order several more times what I am left with is GPedit with missing "administrative templates" now missing.

I tried running in CMD "regsvr32 gptext.dll" and though the message I get is its been successful, nothing changes.

Now I don't know where to go from here. I have no idea if policies changed in GPedit will actually have any effect, but in order to test it, I need the "Administrative Templates" folders restored back to their former selves.

Have you completely restarted your system after each significant change?

I have done so.

Now am I left with a GPedit that has no policies, but they policies do exist in their respective folder.

Initially I did have policies such as administrative templates, but changing them did absolutely nothing to the system
