Graphics Card Not Turning On, But Computer Is Still Turning On Normally

My computer has been running normally since I first bought it, and it had no problems ever since. However, just recently a family member accidentally spilled some water on top of it. I quickly grabbed a paper towel to remove all the water from the computer. I thought nothing of it since the computer continued to work normally. But after a while the computer turned off on me. I kept trying to turn it on but nothing happened, after clicking it a few more times though it turned on. However the graphics card did not turn on, and I am not able to see anything on my monitor. Upon further inspection, I found that some water had actually came in contact with the graphics card, and some sort of white residue was on it. I used some 91% isopropyl alcohol to clean off the residue and the rest of the graphics card but it is still not turning on. I am wondering whether the graphics card has stopped working or if maybe something else on the computer has been damaged.
