F keys don't bring up desired screens in BIOS

I can boot up the computer while pressing "Esc" and I get an info screen that just says "Startup Menu in the lower right hand corner. Nothing else happens. Pressing F10 at startup gets me a screen that says "Setup" in the lower tight corner. I can't execute any further action from these screens. What can I do to make my F keys carry out the desired commands?

This is a Window 10 machine, HP all-in-one.

Umm...user guide to what? There is the computer and there is the keyboard, bought separately. And both are several years old. The keyboard is Logitech and the computer is HP

Go to the HP website and download the user guide if you don't have it already. Note that HP makes numerous models of computers, and you'll need to know that. It should be on a sticker somewhere on your computer, possibly the back.
