not immediately booting to windows

Recently I build my first computer, and its running great so far, the one concern I have is that when I power on my computer it boots to a gigabyte loading screen which is the brand of my motherboard. After its done loading it boots to windows with no problems, my computer also turn on, then turns off, then turns back on again when i power it on. I was just wondering if any of this is normal.

The screen is normal, but the on off on isn't normal.
As for the cause of the problem, I am unsure.
