Low FPS on 2nd Monitor

When i'm playing games on my primary monitor and have a podcast or something up on my 2nd the 2nd monitor will freeze until i tab out or have <5fps. I haven't had this problem long so I think its a software issue but cant figure out what is causing it. Drivers are up to date and cables are connected all the way.

My specs are:
Sapphire R9 580 8GB
16GB RAM
i7-4790k
1st monitor is 1440p 144hz using a DPI cable
1nd monitor is 1080p 60hz using an HDMI cable

I fixed it by plugging the 2nd monitor into the on board graphics. i think the problem is windows 10 sets the game to priority so my gpu ignored the 2nd monitor once i was in a game but it doesn't have that problem when running off on board graphics
