My display is, white?

Like the title says, my display is white or washed out. I study electronics as a hobby but I cannot figure this one out for the life of me. I don't even really know what to call it really. I have enough for a new monitor but I really like this monitor. Please help.http://

Yes, this is permanent unless it is unplugged or off. The input source doesnt matter as it happens when it is just on.

I've never really gone deep into flat panels, but the back light is working, so I am guessing pixels/dampness/ of something on the screen is causing this.
Do you have a picture when something is running?

https://imgur.com/a/WdzXbVq To be honest, that picture was a few months ago. This is it now and it isn't really getting worse and it hasn't really been an issue but I would love to see it fixed. This is it now with it on my desktop. Also, I got this monitor as a gift so that I could run a dual screen setup. I think the person that gave it to me said it was used but in pretty good condition.

I don't see anything in the latter picture, it looks good.
Could be seperation of the screen on your monitor... really hard to tell.
