2nd monitor detected, But no signal on TV.

Laptop: HP Elitebook Folio 9470m (Windows 10)
Graphics: Intel HD 4000 with Intel control panel
TV: Vizio

So first off this is a new laptop, I had a NoteBook with Windows 10 that worked with this same TV... the EliteBook only has a vga a port, so i went an bought a vga to hdmi Because the TV only has a hdmi port. when i connect the EliteBook i hear the jingle and the cmd window flashes and in the OS display settings, The TV is detected but has no signal on 2nd monitor screen...

things i have tried: uninstalling newest drivers and going to previous drivers, A sfc scan and dism with no problems and i have played with the settings a bit...

Do you have a link to the adapter you're using?

i just have a cord with VGA on one end and HDMI on the other, i believe i bought it from amazon... do i need a adapter or converter?
