Games on first monitor (144hz) running at the speed of 60hz secondary

I have set up both monitors, but am having an issue where even though my frame rate is displaying as 150+ it is clearly locking to 60hz on my first monitor in games and when I move apps with the mouse. Strangely the mouse and desktop seem to be at 144hz?

I have tried setting them to GPU under desktop size settings, disabling chrome hardware acceleration.

I had it working just fine through earlier, so I doubt that that is till happening?
