bugged Black Windows User Interface?

My windows 10 interface has became black instead of the normal one?
here are some screenshots to further explain my problem (please disregard my messy desktop since i have no time to clean it for now)

also sometimes i don't see text on on drop down menus until i hover my cursor over them.

Right click on your desktop and go to preferences and try to change the theme or color layout.

I didn't mention i can't change backgrounds, it's just pitch black. Does it have something to do with activating windows? cause it hasn't.
