How do i perform a clean install

Youtube guides all use the app AMD radeon settings, which i am unable to open for unknown reasons. Is there anyway to clean install a different way? please dont abbrieviate things and please explain stuff in detail, i am not tech savy in any way shape or form.
some info-
I have installed the newest drivers about 5 or 7 times because it wasnt increasing my fps like i expected, (it increased from on average 15 to 30 fps when i first installed it,but i wanted 60-70 fps)
because i downloaded it so much my fps on average is 8, so when i heard of a clean install i thanked the gods.

What OS is this? Assuming Windows 10...

It looks like you have an HP All-In-One PC.

There's nothing you can do. It's an internet machine with little to no power for gaming

Removing AMD drivers

Press the Windows button and X, then click on Control Panel.
Choose Programs and Features.
Select AMD Catalyst Install Manager.
Click Change and then Next in the pop-up window.
Choose “Express Uninstall all AMD Software” and confirm your choice.
Follow the prompts and choose to Uninstall Catalyst Install manager when asked.
Click Finish and restart your computer to finish the process.

That isn't going to help his system at all. It's an all-in-one PC with no upgrade path.
