Bad Performance Out of GTX 1060 6gb VRAM

Hello everyone, no one will probably see this but I can use all the help I can get.
Specs:
16gb Ram
AMD Athlon X4 860K Quad Core Processor
NVIDIA GeForce 1060 6gb
Gigabyte F2A68HM-DS2H

I've had this problem ever since I built this PC approximately 1 and a half years go. All my specs say I should be pulling 250 - 300 fps in CS:GO but the max I can get is 110. People have told me the issue could be with cooling however OpenHardwareMonitor says there is no issue.

Where my PC is located is very hot right now because of the weather and no AC :'(

you need to monitor usage during a game. Use a program like MSIAfterburner. Core 1 might have been at 100% a lot of the time and was limiting performance or it might has hit 100% for a fraction of a second and isn’t really an issue.

I do expect you cpu is the problem but that screenshot isn’t a reliable way of proving it.

I only have one monitor I'm not sure how to view the usage while in game. But I got MSI Afterburner.
 


Afterburner or just leave Task Manager with all cores showing open in the background.

I closed some background processes because i had 75,000 handles in task manager and it seemed to run a bit smoother now. I got the handles down to about 55000
