mouse freeze when i move it fast

hello

i had this problem since i upgraded to a new pc, basically the mouse freeze/lag alot when i move it fast, not only in games but also on desktop. which make it impossible to do a quick 180.

specs:
windows 10 pro
msi z370 pro-A mobo
hyperx fury pro mousepad ( cloth )
27" 144hz monitor ( I had 60hz monitor before )
i7 8700k
gtx 1080 ti ( driver 398.82 )
16 gb ram

I tried different mice ( all of them have 125hz polling rate ) and different mousepads and the problem still exist, I also tried the same mouse i used on my old pc ( windows 7 ) which worked fine on the old pc but not here. i also tried different USB ports.

is it wifi or cable mouse?
anyway try to go to safe mode, if no issues there, try to reinstall your mainboard drivers (mainly usb and chipset)

it is cable, i tried doing that in safe mode and its the same.

i noticed that the problem exist in all mice but some more than the others, does this have to do with me using low dpi ( 800 ) or polling rate ( 125 hz ) ?
