Is this a dead pixel ?

I have bought this monitor samsung s355 a few days ago and it has this spot... its kinda bothering me.... if I look in the picture... it is colored but when I look back again in the screen the spot is there again

If I zoom it in with my Ipad.... it has color but when I turn it back Its a spot @drivinfast247

If it is still there with black background then technically it is a "stuck" pixel (or stuck sub-pixel if it is a primary color because each pixel has a R, G, and B sub-pixel).

Try to rub it with your finger
