Changing the Login/Lock Screen Across Users

Currently at the library I work at we are setting up a program called MyPc. We want to set a background image for each user on our express machine, but the problem is we have a ton of users and the group policy settings to edit the lock screen, even though set for the local machine, get reverted to the windows login image when a different user logins in.

Does anyone know how we can establish our login image across all users even if they have never logged in before.

I hope that makes sense, if not I'd gladly clarify.

If I am following correctly, all of the users authorized to use the Express machine must be in the same user group.

And their access rights/Group policy settings configured to a consistent background image.

Yes we have set the group policty in active directory and locally on the machine. To clarify this also isn't the desktop wallpaper but rather the loging/lockscreen image. We have gone through and pointed the image through group policy to force it for all users, but this simply has not worked for us.

I'm frankly at a loss here. Any ideas?

And, I also noted that the whole process seems problematic; i.e., the user needing to be logged on to start with....
